Cabinet approves Implementation of the recommendations of 7th Central Pay Commission -PIB

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the implementation of the recommendations of 7th Central Pay Commission (CPC) on pay and pensionary benefits.   It will come into effect from 01.01.2016.

In the past, the employees had to wait for 19 months for the implementation of the Commission’s recommendations at the time of 5th CPC, and for 32 months at the time of implementation of 6th CPC.  However, this time, 7th CPC recommendations are being implemented within 6 months from the due date.

The Cabinet has also decided that arrears of pay and pensionary benefits will be paid during the current financial year (2016-17) itself, unlike in the past when parts of arrears were paid in the next financial year. 

The recommendations will benefit over 1 crore employees. This includes over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

Highlights:

1.            The present system of Pay Bands and Grade Pay has been dispensed with and a new Pay Matrix as recommended by the Commission has been approved. The status of the employee, hitherto determined by grade pay, will now be determined by the level in the Pay Matrix. Separate Pay Matrices have been drawn up for Civilians, Defence Personnel and for Military Nursing Service. The principle and rationale behind these matrices are the same.

2.            All existing levels have been subsumed in the new structure; no new levels have been introduced nor has any level been dispensed with. Index of Rationalisation has been approved for arriving at minimum pay in each Level of the Pay Matrix depending upon the increasing role, responsibility and accountability at each step in the hierarchy.

3.            The minimum pay has been increased from Rs.  7000 to 18000 p.m.  Starting salary of a newly recruited employee at lowest level will now be Rs.  18000 whereas for a freshly recruited Class I officer, it will be Rs.  56100.  This reflects a compression ratio of 1:3.12 signifying that pay of a Class I officer on direct recruitment will be three times the pay of an entrant at lowest level.

4.            For the purpose of revision of pay and pension, a fitment factor of 2.57 will be applied across all Levels in the Pay Matrices.


5.            Rate of increment has been retained at 3 %. This will benefit the employees in future on account of higher basic pay as the annual increments that they earn in future will be 2.57 times than at present.

6.            The Cabinet approved further improvements in the Defence Pay Matrix by enhancing Index of Rationalisation for Level 13A (Brigadier) and providing for additional stages in Level 12A (Lieutenant Colonel), 13 (Colonel) and 13A (Brigadier) in order to bring parity with Combined Armed Police Forces (CAPF) counterparts at the maximum of the respective Levels.

7.            Some other decisions impacting the employees including Defence & Combined Armed Police Forces (CAPF) personnel include :

·               Gratuity ceiling enhanced from Rs.  10 to 20 lakh. The ceiling on gratuity will increase by 25 % whenever DA rises by 50 %.
·               A common regime for payment of Ex-gratia lump sum compensation for civil and defence forces personnel payable to Next of Kin with the existing rates enhanced fromRs. 10-20 lakh to 25-45 lakh for different categories.
·               Rates of Military Service Pay revised from Rs.  1000, 2000, 4200 & 6000 to 3600, 5200, 10800 & 15500 respectively for various categories of Defence Forces personnel.
·               Terminal gratuity equivalent of 10.5 months of reckonable emoluments for Short Service Commissioned Officers who will be allowed to exit Armed Forces any time between 7 and 10 years of service.
·               Hospital Leave, Special Disability Leave and Sick Leave subsumed into a composite new Leave named ‘Work Related Illness and Injury Leave’ (WRIIL). Full pay and allowances will be granted to all employees during the entire period of hospitalization on account of WRIIL.

8.            The Cabinet also approved the recommendation of the Commission to enhance the ceiling of House Building Advance from Rs.  7.50 lakh to 25 lakh. In order to ensure that no hardship is caused to employees, four interest free advances namely Advances for Medical Treatment, TA on tour/transfer, TA for family of deceased employees and LTC have been retained. All other interest free advances have been abolished.

9.            The Cabinet also decided not to accept the steep hike in monthly contribution towards Central Government Employees Group Insurance Scheme (CGEGIS) recommended by the Commission. The existing rates of monthly contribution will continue. This will increase the take home salary of employees at lower levels by Rs. 1470. However, considering the need for social security of employees, the Cabinet has asked Ministry of Finance to work out a customized group insurance scheme for Central Government Employees with low premium and high risk cover.

10.        The general recommendations of the Commission on pension and related benefits have been approved by the Cabinet. Both the options recommended by the Commission as regards pension revision have been accepted subject to feasibility of their implementation. Revision of pension using the second option based on fitment factor of 2.57 shall be implemented immediately. A Committee is being constituted to address the implementation issues anticipated in the first formulation. The first formulation may be made applicable if its implementation is found feasible after examination by proposed Committee which is to submit its Report within 4 months.

11.        The Commission examined a total of 196 existing Allowances and, by way of rationalization, recommended abolition of 51 Allowances and subsuming of 37 Allowances. Given the significant changes in the existing provisions for Allowances which may have wide ranging implications, the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on Allowances.  The Committee will complete its work in a time bound manner and submit its reports within a period of 4 months. Till a final decision, all existing Allowances will continue to be paid at the existing rates.

12.        The Cabinet also decided to constitute two separate Committees (i) to suggest measures for streamlining the implementation of National Pension System (NPS) and (ii) to look into anomalies likely to arise out of implementation of the Commission’s Report.

13.        Apart from the pay, pension and other recommendations approved by the Cabinet, it was decided that the concerned Ministries may examine the issues that are administrative in nature, individual post/ cadre specific and issues in which the Commission has not been able to arrive at a consensus.

14.        As estimated by the 7th CPC, the additional financial impact on account of implementation of all its recommendations in 2016-17 will be Rs. 1,02,100 crore. There will be an additional implication of Rs. 12,133 crore on account of payments of arrears of pay and pension for two months of 2015-16.

Review of old item 
1.       Immediate replacement of Genset battery at Nagaram LSGSO in  Amalapuram Division. 
Fresh items:1-6/2016:         Supply of UPS Batteries to Alamanda RS SO:- 
The UPS at Alamanda RS SO under Vizianagaram HO is not functioning due to non functioning of batteries. The item was taken up at Division Level and the SPOs replied that the case was referred to RO. 7 batteries are requires be supplied to Alamanda RS SO. 
2-6/2016:         Non observance of Immunity to the union office bearers: -  
During the last Divisional Conference held on 21.06.2015, Com.S.Sudhakara Rao, SPM, L.Kota SO was elected as Assistant Divisional Secretary-I ( AS-I) and Com.P.Srinivasu, SPM, Moida SO was elected as Treasurer for AIPEU P-III Union. For smooth and better functioning of our union, our union addressed the SPOs, Vizianagaram Division to transfer those officials to VIZIANAGARAM LOCAL. The SPOs, VZM Dn informed that as the conference has been conducted after implementation of Rotational Transfers, the case will be considered during the Rotational Transfers for the year 2016. Accordingly, the SPOs, Vizianagaram Division issued Rotational Transfers Notification for SPM, L.Kota SO & SPM, Moida SO under immunity grounds. But during the Rotational Transfers orders, the request of the union/office bearers is not considered under immunity grounds, though the places have been notified in RT-2016. 
3-6/2016          Grang of higher rate of HRA i.e 20% to the following offices
1.      Anakapalle
2.      Bhimunipatnam 
The above two areas were brought under the jurisdiction of Greater Visakha Municipal Corporation and hence it is requested to cause to issue necessary orders for drawal of HRA @ 20% to the employees working in the above two post offices.

Review of pending Items:     

1-4/2016: De-quarterisation of Vangara SO and drawl of HRA to SPM.
                 The quarter portion of PO bldg is not as per SOA. The Vangara PO bldg has only 4 small rooms and after computerisation there is no separate portion for SPM Quarter portion. The SPM  had represented since January 2014 for dequarterisation and drawl Of HRA as he has not occupied the quarter. Hence it is requested to dequarterise the PO and drawl of HRA to  SPM. 
Fresh Items: 
1.      Repairs to Sirpur TSO Departmental Building. 
2.      Dequarterisation of Ootnuru, Chincholi and Neredigonda SOs.

Sub: -   Writing of APARs of the officials without following the statutory guidelines on the subject by the divisional heads in A.P.Circle-Causing much delay in conducting DPCsReg

            I bring the following irregularities committing by the divisional heads in A.P.Circle, while writing of APARs of the officials working in their divisions. The main motive and motto of the APARs are to assess the performance of the official and to intimate the areas to be improved by the official to improve his/her performance to improve the quality of the service to the public. But the said authorities are taking it in a casual way and writing them like their own diary. I bring the following irregularities committed by the divisional heads in A.P.Circle, which causes demotivation of officials resulting down fall of quality of service to the public..

1.      Without substantiating the gradings given between 0-3 and not filling the pen picture coloumn in their APARs.
2.      Not following the prescribed time schedule as stipulated in DOP&T OM cited (1) above in writing of APARs of the officials
3.      Filling the integrity coloumn in accordance with DOPT OM cited (2) above.
4.      Not mentioning the date on officials copy of APARs.

Most of the divisional heads are grading the officials between 0-3, without substantiating the reasons for assessing such low performance in their pen picture coloumn of their APARs. For example in Secunderabad Division the divisional head had given 0 grading to four officials in the division and many officials had got the grading between 0-3. But to my dismay the divisional head had not written the pen picture coloumn of their APARs. It is the duty of the divisional heads to explain why they are getting grading below average so that they can improve their performance in future. Due to non writing of pen picture, the very purpose of writing the APARs is to improve the performance of the official to provide quality service to the customers/public is defeated.

For example let me explain the actual situation in Secunderabad Division. All officials working in divisional office, Secunderabad division were got 6 to 9 grading for the last three years. Interestingly, it is not understood that how their performance has been getting down between 5-6 grading in the last year.  It is very clear that either the said officer is inefficient to extract the best performance from these officials or these officials are not so efficient as her predecessors assessed in their APARs. The existing rules on the subject were very clear that the officer has to write the APARs of the officials after coming to a clear conclusion and on their own assessment.

It is pertinent to mention that if the official’s performance working in the entire division is graded between 5-6, what is the performance of the divisional head? Naturally it has to be graded between 5-6.

I bring to your kind notice that the officers also not writing the APARs of the officials within the prescribed time limit. Though there are clear guidelines on following the prescribed time schedule in accordance with the DOPT OM cited (1) above, the officers are not following these orders scrupulously. Due to this practice DPCs are not convening in regular intervals. Further the officers are not putting the date on officials copy of APARs given to the official. Some of the divisional heads are not filling the integrity coloumn in accordance with the guidelines issued by DOPT vide OM cited (2) above.

Therefore, keeping in view of the above, i earnestly request you to cause to issue suitable orders/action on writing of APARs in accordance with the DOPT OMs cited above, within the prescribed time limit so that the officials perfoarmance can be correctly assessed and the DPCs can be conducted well in time without waiting for them.

An early action in this matter is highly appreciated.

Letter to DPS (Hqrs) on RT 2016 HSE Div

Sub: -   Irregular transfer orders issued by the SSPOs, Hyderabad South East Division-Request for immediate intervention for modification-Reg

            I am constrained to bring the following irregularities/lapses while issuing the transfer orders by the SSPOs, Hyderabad South East Division by violating the Directorate guidelines on the subject for immediate intervention and settlement.
1.      While issuing transfer orders SSPOs, Hyderabad South East Division filled up two vacancies of PA, St.Kacheguda HO, which the said posts were not notified in the Rotational Transfer notification. Had the vacancy position of PA, Kacheguda HO notified in the rotational transfer notification, senior officials would be benefitted and now they deprived off the opportunity.   It appears that these two posts are kept in dark for posting of officials for OA, Divisional office exclusively.
2.      Treasury posts notified in the rotational transfer list were not filled up. It is requested to cause to issue instructions to the divisional head for immediate filling up of treasury posts in the division.
3.      Seniority of officials not observed while ordering RT-2016. Requests of the senior officials have not been considered and junior officials have been posted in the offices in which senior officials opted in their representation.

Therefore the above common irregularities are brought to your notice for immediate intervention and do the needful to restore the natural justice. A detailed representation submitted by the Divisional Secretary on RT-2016 is submitted for favour of necessary early action on the points raised by him.

An early action in this regard is highly solicited.

1-6/2016: Counting of period of deputation( more than 6 months) while computing tenure of the official while issuing rotational transfers in Tadepalligudem Division.
The Circle Union has written a letter to Postmaster General, Vijayawada Region on 12-05-2016.  But so far no action has been initiated by the RO.  Expedite action immediately.

2-6/2016: Non providing immunity transfer to Asstt. Divisional Secretary, AIPEU Gr.C, Machilipatnam Division by the Divisional Supdt., Machilipatnam. 
Even though there are clear guidelines from the Directorate on immunity transfers but Supdt of Post Offices, Machilipatnam Division did not provide immunity transfer to Asstt. Divisional Secretary, please issue suitable orders to provide immunity transfer to Asstt. Divisional Secretary.

3-6/2016: Irregular transfer orders issued by the Sr. Supdt of Post Offices, Bhimavaram Division ignoring senioirity case of Sri Sanjeeva Rao, P.A., Bhimavaram Division. 
It is requested to intervene in the RT 2016 and rectify the irregularity.
