Fresh items:
1-7/ Time and again DOPT had
issued specific instructions regarding posting of persons with disabled, but
the same are not implementing in letter and spirit by the divisional heads. The
following instructions have been issued by the DOPT in the recent past.

Therefore it is
requested to cause necessary instructions to the units for strict
implementation of the above orders and considering the pending requests/requests
of persons with disability with a sympathetic view on a priority basis to
implement the above orders in letter and spirit.
2. Postal
Directorate had issued Lr.No.4-12014-Pen dated 25/03/2014 regarding with
holding of pensionery benefits by issuing charge sheets/recording the
statements in the verge of the service or on the day of retirement. It is
against the spirit of reasonable opportunity and natural justice. The
disciplinary authorities are in the habit of initiating the disciplinary action
process in the last minute in respect of the incidents held some two or three
years ago by keeping silent for all these days. There are clear guide lines
issued by DOPT on the time frame to be followed by the disciplinary authorities
and Inquiry Officers vide OM No.425/04/2012-AVD-IV(A) dated 29/11/2012, but the
stipulated time frame and procedure laid down in the above letter is not
following by the disciplinary authorities in line. Hence it is requested to
cause necessary instructions to the concerned for immediate settlement and
processing of disciplinary cases and also fixing the officers/officials who are
responsible for delay in attending the cases.
3. Strict
implementation of immunity from transfer to the eligible office bearers of the
union. Though there are clear guide lines issued by the Directorate from time
to time to implement the privilege given to the eligible office bearers of the
union, most of the divisional heads are not implementing the same by showing
silly reasons and seeking unreasonable clarifications from the
regions/Circles/Directorates to dilly dallying the implementation of the said
transfers. Therefore, it is requested to cause to issue suitable instructions
to the units/divisions for strict implementation of immunity from transfer
privilege given to the eligible office bearers of the union for smooth
functioning of the union.
