01-10/2013:   Proposal for conversion of Swarajyanagar NDSO in delivery PO

SSPOs, Hyderabad City division replied in the monthly meeting held on 26/07/2013 under item No.19 of 8/2012 that proposal submitted to Circle Office for conversion. Expedite action immediately. 

02-10/2013:  Immediate filling up of vacant PRI(P) &SPM Sainikpuri SO (Norm based LSG) posts in Secunderabad Division 
                        After issued of recent selection list, there are still 3 PRI(P) posts and one SPM post of norm based LSG posts lying vacant. It is requested to fill the above vacant posts immediately. 

03-10/2013:  Immediate shifting of Sakkubai Nagar ‘C’ class SO in Hyderabad City Division .
                      Present the PO is existing in cattle shed. Staff are working in that office breathing pollution with foul smell .  Immediate shifting of the PO is requested.

Department of Posts Allots Country’s First Customized Pin Code to the Supreme Court of India

Country’s First ‘Locality Based Online Pin Code Search Directory’ also Launched

The Department of Posts, Ministry of Communications & Information Technology, here today allotted a ‘Customized Pin Code’ to the Supreme Court of India. This dedicated Pin Code of the Supreme Court is ‘110 201’. In a function organized in the Supreme Court, Chief Justice of India, Shri Justice P. Sathasivam, received a blowup of this Customized Pin Code from Shri Kapil Sibal, Minister of Communications & Information Technology. The event took place on the occasion that marked the completion of 41 years of the introduction of Pin Code in the country.

Postal Index Number (PIN) or PIN Code is a 6 digit code of Post Office numbering used by India Post. The PIN was introduced in 1972 in the country. There are 9 PIN regions in the country. The first 8 are geographical regions and the digit 9 is reserved for the Army Postal Service. The first digit indicates one of the regions. The first 2 digits together indicate the sub region or one of the postal circles. The first 3 digits together indicate a sorting / revenue district. The last 3 digits refer to the delivery Post Office.

The Department of Posts also started a ‘Locality Based Online Pin Code Search Directory’ of Delhi on this occasion. Shri Sibal formally launched it by reading the Launch Message.

Union Government announced setting up of 7th Pay Commission

Dear Comrades,
Union Government announced 7th Pay Commission for Central Government Employees. This demand has been included in the charter of demands which was submitted by the Unions. for the first time government announced a saperate Milatary pay commission for defence employees . The Press note is as follows
FM: Prime Minister Approves the Constitution of Seventh Central Pay Commission; Recommendations are Likely to be implemented with effect from 1st January, 2016

                                  The Finance Minister Shri P.Chidambaram in a statement said here today that the Prime Minister has approved the constitution of the Seventh Central Pay Commission.
            The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented as follows:

4th CPC                       1.1.1986
5th CPC                       1.1.1996
6th CPC                       1.1.2006

            The average time taken by a Pay Commission to submit its recommendations has been about two years. Accordingly, allowing about two years for the 7th CPC to submit its report, the recommendations are likely to be implemented with effect from 1.1.2016.

            The names of the Chairperson and members as well as the terms of reference (ToR) of the 7th Pay Commission will be finalised and announced shortly after consultation with major stakeholders.

Union Cabinet Announced DA to CG Employees-Orders will be issued in next week

Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.7.2013
The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent.

Hence, the Central Government employees as well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the basic with effect from 01.07.2013. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.

The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs. 10879.60 crore per annum and Rs. 7253.10 crore in the financial year 2013-14 ( i.e. for a period of 8 month from July, 2013 to February 2014).

            In case any official declines promotion an unconditional declination letter may please be forwarded to this office/Circle office for its acceptance without any delay.

In case the official declines promotion, an unconditional declination letter may please be obtained immediately and to be forwarded to this office for its acceptance.  If any official declines promotion, he / she should note that he / she is not eligible for promotion to the cadre of HSG-II  (Postal) for a period of 1 (one) year either on regular or adhoc basis from the date of declination.  Further, the official who declines promotion will not be considered for financial upgradation under MACP Scheme, if any due, as per the existing rules / instructions till they accept promotion.

The Division/Unit heads  concerned are requested to relieve the officials immediately  with a direction  to join in the promotional post of HSG-II cadre on or before18/10/2013.  The date of joining of officials in the HSG-II  cadre may please be intimated in due course.

Strike Ballot Dates Changed


Dear Comrades,
STRIKE BALLOT

DATES CHANGED TO 11, 12 & 13 NOVEMBER 2013 

The available members of the Confederation National Secretariat met at New Delhi on 19.9.2013 to review the preparation made for the strike Ballot campaign, which is, scheduled to be organised on 25th, 26th and 27th September, 2013.  The meeting took note of the fact that certain states and some organisations have not yet initiated steps to conduct the programme with full participation of the members.  It was also reported at the meeting that some of the affiliates have practical problem in adhering to the dates and the house was of the unanimous opinion that the date might be deferred.  Accordingly the dates for strike ballot have now been shifted to 11th, 12th and 13th November, 2013 (Monday, Tuesday and Wednesday) and the Confederation National Secretariat members will undertake intensive campaign programmes to mobilise the rank and file of the membership.  The names of Comrades who are deployed to various States are indicated in the list enclosed.  The State Secretaries and the affiliated organisations are requested to get in touch with the concerned Secretariat members to fix up the dates.  The National Secretariat will meet at Mumbai on 15th November, 2013 to review the strike ballot campaign programme and chalk out future course of action.

The Government on recognition of the serious economic crisis that engulfed the Indian economy has decided to abide by the IMF prescription of imposing austerity measures.  They have now imposed a total ban on recruitment, Creation of Posts and abolition of the posts which lie vacant for more than a year and such other anti-people measures.  We should react to this wanton attack immediately and the  Confederation Secretariat has decided to call upon all the affiliates and State Committees to organise a massive demonstration on 25th September, 2013.
