Consequent up on Transfer of Sri K.V.Sunder Rajan and Ms.Karuna Pillai has been taken over the charge of CPMG, AP Circle on 30/08/2010. On this occassion available Circle Co-Ordination members of NFPE union met the Officers and Farewel given to Sri KV Sunder Rajan and Welcome New CPMG Ms.Karuna Pillai.A deligation consisting of Com.T.Satyanarayana, Chairman, NFPE Circle Co-Ordination committee, Com.DASV Prasad, Convenor and Com.T.Ramachandram, Treasurer Com.Ramesh All India President AIPA union, Com.Balaswamy, President, AI Postal Accounts, Com.RJ Madhusudan Rao, Circle Secretary R-3 and others met the officers on this occassion.
A deligation consisting of my self and Divisional secretary Com.M.S.Baig met the DPS (Hqrs) and discussed the problems pertaining to Hyderabad City Region and requested to settle the problems immediately.

Some Latest SB Rulings issued by the Directorate

Union Cabinet approved Direct Tax Code (DTC)

Dear comrades,
Direct Tax Code gets nod

Paving the way for radical reform and simplification in the Direct Tax system the Union Cabinet on Thursday approved the much-talked about Direct Tax Code (DTC) Bill proposing to provide more Income Tax relief to salaried class.
The DTC Bill, which seeks to replace the archaic Income Tax Act, 1961, proposes to raise the Income Tax exemption limit from existing Rs 1.6 lakh to Rs Two lakh, highly placed sources said. The Income Tax exemption limit for senior citizens is proposed to be raised to Rs 2.5 lakh.
Under the moderate tax slab suggested in the DTC Bill the government proposes tax rate of
10 per cent for income between Rs 2 lakh and Rs 5 lakh,
20 per cent for income between Rs 5 lakh -
Rs 10 lakh and 30 per cent for income over Rs 10 lakh.

Currently the Income Tax rate is 10 per cent on income above Rs 1.6 lakh and upto Rs 5 lakh, 20 per cent on income above Rs 5 lakh and upto Rs 8 lakh and 30 per cent on income above Rs 8 lakh.
The government plans to implement various provisions of the DTC Bill with effect from April One 2011
It is learnt that the government is likely to introduce the DTC Bill either tomorrow or next Monday in both houses of Parliament. After its introduction the draft DTC will be sent to Select Committee of both houses for scrutiny.

After examining the recommendations of the Select Committee the government will move the DTC Bill for approval of Parliament in the Winter Session

Extension of MACPS to the Staff Car drivers of Central Government-Orders issued by the Directorate

Dear Comrades,
Now Staff Car Drivers of the Central Government will get Staff Car Drivers Scheme and MACPS concurrently, Directorate issued orders vide memo No.4-7/(MACPS)/2009-PCC dated 23/08/2010.Attention of all concerned is invited to para 5 of this DirectorateO .M.o f evenN o.dated 18.09.2009 wherein it was mentioned that postal Federations have requested to retain the existing structured promotion scheme relating to the cadre of Drivers and accordingy it was decided to continue the existing structured promotion scheme for Drivers.In the light of this MACPS was not extended to the cadre of Drivers. Department of Personne&Training vide their O.M. No.35011/03/2008-t-stt.d(Dated30-07.201(0copy enclosed) has now extended the MACPS to the staffc ar Driverso f the central Govt.as a fall back option i.e. i f they are unable,to get promotion with in the percentage based present system the benefits of MACPS shall also be extended to the regular staff car Drivers of the central govt. ln other words, the Staff Car Driver Scheme and the MACPS shall run concurrently.

Interaction with Chief PMG by Newly elected office bearers

Dear comrades,
On 12/08/2010 a brief interaction had taken place with Chief PMG by Newly elected office bearers of Hyderabad City Region i.e. DASV Prasad (Circle Secretary), SSRA Prasad (Asst.Circle Secretary), and Gopal (Vice President) S.Mohan Reddy (Circle Treasurer). In that meeting our delegation discussed about the Staff shortage and approval of Rule-38 Transfers. As already recruitment process had begin chief PMG has consented to approve all the pending Rule-38 transfers and issued instructions to all PMGs to clear Rule-38 transfers. In continuation of the above meeting Hyderabad Region Rule-38 transfers approval list has been released on the day of meeting it self.

Reservation in Promotion-Treatment of SC/ST candidates promoted on their own merit

DOPT issued clarificatory orders in respect of Reservation in promotion and treatment of SC/ST candidates promoted on their own merit vide memo No.36012/45/2005-Estt.(Res.) dated 10/08/2010.It is clarified that SC/ST candidates appointed by promotion on their own merit and seniority and not owing to reservation or relaxation of qualifications will be adjusted against unreserved Points of reservation roster. irrespective of the fact whether the promotion is made by selection method or non-selection method. Cadre Restructuring committee constituited by the DOP

Dear Comrades,
Finally DOP constituited Cadre Restructuring Committee for Group-C employees (other than Accounts Cadre) vide memo No.1/4/2010-SR dated 06/08/2010. Com.K.V.Sridharan and Com.Giriraj Singh were the members of staff side from our Federation and Sri D.Kishan rao from FNPO in addition to these members sri D.Theagarajan from FNPO will be attended as an observer. This committee will submit its report with in three months of its formation. Let us hope for the best.

Accountants Circle seniority-CAT Hyderabad upholds the Judgment dated 18/02/2010 and dismissed the Review Application

Dear Comrades,
Please refer this union blog posting dated 08/03/2010, Historical Judgement givenby the CAT Hyderabad in OA No.129/2007 between K.Ranganatham and others.In this Judgement it is clearly mentioned that the seniority of PO&RMS Accountants will be maintained at Circle level and their transfer liability is only divisionalised. While delivering the Judgement clarified that"In the result, the OA is allowed. The impunged order of SSPOs Secunderabad Promoting the third respondent vide memo No. B-1/Fast TrackPromotions/Dlgs/03 dated 17/03/2004 and her posting as APM Accounts Trimulgherry HO vide order dated 21/04/2004 are wuashed and set aside. Her promotion to HSG-II vide memo No.ST/6-1 dated 10/10/2006 issued by APMG office of CPMG and her adhoc promotion to the cadre of HSG-I in memo No.ST/4-1 dated 22/12/2006 are also quashed and set aside. The second respondent is directed to convene the DPC for consideration of all the eligible candidateds, including the applicant to the post of APM Accounts in the LSG cadre and for subsequent promotion to the HSG-II and HSG-I cadres as per the recruitment rules. This order shall be complied with witin a period of eight weeks from the date of receipt of a copy of this order".
 After the Judgment given by CAT Hyderabad, Smt.Rajani Natarajan Respondent No.3 in OA No.129/2007 had filed a Review Application vide R.A.No.08/2010 against the Judgment dated 18/02/2010. The said R.A.08/2010 was dismissed vided CAT Hyderabad judgment dated 08/07/2010.While giving the Judgment in connection with RA No.08/2010 CAT Hyderabad Stated "We have carefully considered all the grounds raised by the Review Applicant and find that there is no error appearent on the face of the record.Therefore the case does not warrant a review. In the result the RA is dismissed as devoid of merits.There shall be no order as to costs". The copy of the judgment will be placed here shortly as I am busy with Circle Conference going to be held at Gurajada Kalakshetram, Steel City, Visakhapatnam from 6th to 8th August 2010.
Hence it is requested to all the eligible officials in A.P.Circle to send their representations to CPMG (Through Proper Channel) citing above OA&RA Numbers and requesting him to issue necessary instructions to the concerned to convene Circle Level DPC immediately and Finalise the Accountants LSG/HSG-II &HSG-I Promotions at an early date as directed by CAT Hyderabad vide judgment dated 18/02/2010 in O.A.No.129/2007.

Clarification regarding Pay Fixation of existing Group-D employees in the revised pay structure-Orders issued by Finance Ministry

Dear Comrades,
In the 46th ordinary meeting of National Council JCM helc on 15/05/2010, the staff side had requested that the cases relating to the non-matriculate class-IV employees who retired or died between January 2006 and August 2008 without any re-training be re-considered and such employees should be granted the benifit by re-fixing their pension/family pension at par with those employees who were retrained and whose pay was fixed in PB-1 with a grade pay of rs.1800/-. The request of Staff side on the subject has been considered and it has been decided that the Group-D non-matriculate employees who died in harness of have retired between 01/01/2006 and date of notification of CCS (Revised Pay) Rules 2008 from those Ministries/Departments which have since re-trained all the eligible serving non-matriculate Group-D employees and have placed them in PB-1 with grade pay of Rs.1800/- would be placed in P-1 with grade pay of Rs.1800/- with effect from the same date that the retrained eligible employees were placed in this pay band and grade pay. Exemption for Women candidates from the payment of fees now extended to any examination/test/interview conducted by Central Autonomous bodies

Dear Comrades,
Earlier vide DOPTLetter of even number dated 15/07/2009 central government issued orders to exemption for Women candidates from payment of fees for competitive examinations by direct recruitment/Departmental examination/interviews conducted by Staff Selection commission(SSC) and Union Public Service Commission (UPSC). Now the Government decided to extend the fecility for any examination/Test/Interview conducted by Central Autonomous bodies to encourage participation of Women candidates. All pensioners and retired persons Association, A.P., Hyderabad celebrated GLODEN JUBILEE of General Strike of Central Government Employees of 1960 strike

Dear Comrades,
All pensioners and retired persons Association, A.P., Hyderabad celebrated GLODEN JUBILEE of General Strike of Central Government Employees of 1960 strike. The meeting was held on 26-07-2010 under the Chairmanship of Com. Ch.S.C.Bose, President of our Association Com. M.N.Reddy in his introduction has highlighted the first countrywide strike of all Central Government Employees including Railways. In his remarks he also stated that the Central Government has let loose a reign terror by banning strike and imposing essential services maintenance act and also Defence India rules Comrade Ch.S.C.Bose, President and Comrade Prabhakar Nair, Vice President of the Association also spoke on the occasion. The meeting felicitated leaders and participants of 1960 strike including wives of late Leaders of Hyderabad city.

The first person was to be felicitated in the meeting was Smt. Ratnamma, W/o. Late Com. K.Adinayarana former Secretary General NFPE who rose from the Lowest Cadre of Group “D” of the P&T Department to the highest post of Secretary General of National Federation of Postal Employees, Com. M.N.Reddy had felicitated Smt. Ratnamma by quarlanding and adoring a shawl. Other who were felicitated on the day was Smt. Kausilaya, W/o. Com. Late R.Laxmaiah, former Circle Secretary, AIPEU Postal Classes II, A.P.Circle, Smt. K. Thayaramma, W/o. Com. Late K. Muthyalu, former Circle Secretary of AIPEU Postmen and Class-II, A.P.Circle, Smt. Annapurnamma, W/o. late Com. Unnam Venkateswarlu of Hyderabad, Telephones and Smt. Chandramani, w/o. Late Com. Hanumatnh Reddy Postal Leader of Hyderabad. Com. T.V.V.S.Murthy, Postal Leader, Com. P.E.Jaipal, Hyderabad Telephones, Com. P.Vittal Murthy, former Circle Secretary, Engineering Class-III, A.P.Circle, Com. K. Ramakrishna of Railways, Hyderabad including Com. R.Anjaiah, Com.
