Less Allotment to DOP-Union Budget-No change in Incometax for Salaried Sector

Dear Comrades,
Allotment to the Department of Posts reduced to Rs.4266.14 Crores. As per the revised estimates for the year 2009-10 it is Rs.5823.46 crores i.e. Rs.1557.32 crores less to the previous year.Demands for Grant Statement submitted by the Postal Directorate to the Finance Ministry is placed here for the information of the members.Please click the below link to get the copy.Non-Plan Expenditure has been reduced to 66% comparatively to the last year. There is meager increase in Budget estimates for the year 2010-11 comparatively for the year 2009-10, but there is substantial cut in Non-Plan Expenditure.

Today Finance Minister announced Union Budget -2010 in Parliment. But there is no great deals for salaried sector. The following New tax slabs introduced from 01/04/2010.

1.Up to Rs.1,60,000 there is no Tax
2.Rs.1,60,000 to Rs.5,00,000 there is 10% Tax
3.Rs.5,00,000 to Rs.8,00,000 there is 20% Tax
4.Rs.8,00,000 and above there is 30% Tax.

For Women Employees
1.Upto Rs. 1,90,000 Nil.
2.Rs. 1,90,001 to Rs. 5,00,000 10 %.
3.Rs.5,00,001 to Rs. 8,00,000 20 %
4.Above Rs. 8,00,000 30 %

For Senior Citizens
1.Upto Rs. 2,40,000 Nil.
2.Rs. 2,40,001 to Rs. 5,00,000 10 per cent.
3.Rs. 5,00,001 to Rs.8,00,000 20 per cent.
4.Above Rs. 8,00,000 30 per cent.


Deduction in respect of long-term infrastructure bonds

In tune with the policy thrust of promoting investment in the infrastructure sector, it is proposed to insert a new section 80CCF in the Income-tax Act to provide that subscription during the financial year 2010-11 made to long-term infrastructure bonds (as may be notified by the Central Government), to the extent of Rs. 20,000, shall be allowed as deduction in computing the income of an individual or a Hindu undivided family. This deduction will be over and above the existing overall limit of tax deduction on savings of upto Rs.1 lakh under section 80C, 80CCC and 80CCD of the Act. This amendment is proposed to take effect from 1st April, 2011 and will, accordingly, apply in relation to the assessment year 2011-12. [Clause 24]

Deduction in respect of contribution to the Central Government Health Scheme
Under the existing provisions of section 80D, deduction in respect of premium paid towards a health insurance policy upto a maximum of Rs. 15,000 is available for self, spouse and dependent children. A further deduction of Rs. 15,000 is also allowed for buying an insurance policy in respect of dependent parents. The deduction is enhanced to Rs. 20,000 in both cases if the person insured is of age of 65 years or above. The Central Government Health Scheme (CGHS) is a medical facility available to serving and retired Government servants. This facility is similar to the facilities available through health insurance policies.
It is, therefore, proposed to also allow deduction in respect of any contribution made to CGHS by including such contribution under the provisions of section 80D. The deduction will be limited to the current aggregate as mentioned in the section. This amendment is proposed to take effect from 1st April, 2011 and will, accordingly, apply in relation to the assessment year 2011-12 and subsequent years. [Clause 25]


Swavalamban
A new initiative, “Swavalamban” will be available for persons who join New Pension Scheme (NPS), with a minimum contribution of Rs.1,000 and a maximum contribution of Rs.12,000 per annum during the financial year 2010-11, wherein Government will contribute Rs.1,000 per year to each NPS account opened in the year 2010-11. Allocation of Rs.100 crore made for this initiative

(a) the number of posts of SC/ST/OBC vacant as on date in various Ministries/Department of Government of India/Public Sector Undertakings, designation-wise;

(b) whether the Government proposes to conduct a special drive to fill up these vacant posts at an early date; and

(c) if not, the reasons therefor?

Historic Judgement given by CAT Chennai and it was up held by Supreme Court

Dear Comrades,

CAT Chennai given a historic Jdgement in O.A.No.1264 of 2001 between Sri M.R.Palani Swamy ED BPM and The SSPOs, Tiruppur and others. While delivering the Judgement CAT says "We would like to observe that this need not be 50% of the service as in the case of a casual labourer with temporary status, but perhaps a lesser percentage may be reckoned as a qualifying service in respect of the service rendered as an ED Agent. This can be any where around 20 to 25%. But, to say that no weightage will be given to the service rendered as an ED Agent, even after regularisation on absorption or, promotion as a Gr. D employee will not be in harmony with other schemes obtaining in other departments of the Govt. Principles of equity and fair play require that certain portion of the service rendered as an EDA should be reckoned as a qualifying service for pension purposes and if that is done, persons like applicant would get over the shortfall and it will entitle them for at least minimum pension, especially when similar benefits are extended to persons working in Railways and other departments of the Govt. of India. In short, it would appear that after regularisation, the ED Agent does not get the same treatment as in the case of a casual labourer. This is an anomalous situation. We therefore hold that this is a fit case where the respondents as a model employer should apply their mind and formulate a welfare scheme as has been formulated by the DOPT and Railways which would help many persons like the applicant to get at least the minimum pension.

After giving the above judgement department filed a Special Leave Petition in  Supreme Court vide No.CC 13829/2008. But the same was dismised and up hold the Judgement given by CAT Chennai. Finally Directorate issued orders vide Memo No.99-3/08-Pen dated 09/10/2009 after taking the formal approval from DOPT.

Postal Directorate issued Notification for verification of member ship of Service Assiciations vide its letter No.13/01/2010-SR dated 18/02/2010. I appeal to all the Circle Office Bearers and Divisional/Branch Secretaries to act immediately and try to grab the maximum number of declaration forms. Some important dates are furnished here under for the information of the members.Last date for submission of the declaration forms to the Divisional Heads is 26/04/2010. Display the list of members in Notice Board is 27/04/2010 to 30/04/2010.Representations from members if any will be received by the divisional head before 06/05/2010.Recovery of subsecription will starts from 31/05/2010.Verification process should complete before 11/06/2010.

Last date for submission of applications by the candidate is 28/02/2010

For General Line: 5 years of regular service in LSG and above cadre as on 01/01/2008 (TBOP and BCR PAs are not eligible)
For IP line: 5 Years of regular service in IP cadre as on 01/01/2008.

Get Ready for Verification of Membership of Service Associations

Dear Comrades,
It is known from the CHQ that "Discussions are being held by Director SR & Legal with NFPE - FNPO - BPEF Federations and all other Unions / Associations on finalising the procedure for another re-verification.
This time, the Divisional Head will be the Check-Off and Re-verification Authority instead of DDOs as in the past occassions since the plea of the BPEF that DDOs are union members of one of the unions and therefore they cannot be the Authority to verify the declaration forms of members was accepted by the Court and directions given accordingly. The submission and verification of declarations etc procedure may end in the month of April and Recovery of subscriptions may be in the pay of May month. Exact Dates and Procedure would be published by us as soon as the DoP issues the orders for re-verification".

It is appealed to all the Circle office Bearers and Branch/Divisional Secretaries to get ready for the membership verification. As soon as the orders released we will place in this website for the information of the members.Be ready to grab the maximum number of declarations.

Mahasivaratri Holiday restored

Dear Comrades,
In the List of Holidays supplied by the C.O.letter No.OS/17-5/2010 dated 30/11/2009 it is mentioned that Mahasivaratri (12/02/2010) is a closed holiday and Ganesh Chaturthi (11/09/2010) is a RH. Circle Co-ordination committee has taken up the issue to declare Ganesh Chaturthi as a closed Holiday subsequently CO issued orders vide their letter dated  13/01/2010 for declaring Ganesh Chathurthi (11/09/2010) as a closed holiday and Mahasivaratri as a RH. But it is observed that 11/09/2010 is a closed holiday on account of Id-Ul Fitre. The same has been brought to Circle co-ordination committee and it is again takenup with the department and finally C.O. again issued oders videtheir Lr.No.OS/17-5/2010 dated 29/01/2010 to cancel their order dated 13/01/2010 and resored their first order dated 30/11/2009 i.e.Mahasivaratri(12/02/2010) is a  Closed Holiday and Ganesh Chaturthi(11/09/2010) is a RH as it was a closed Holiday on account of Idul Fitre.
