Posting of Husband and Wife at the same station-Revised guide lines in the light of 6th CPC

Dear Comrades,
On the basis of the 6th CPC report, Govt servants have already been allowed the facility of Child Care Leave wihch is admissible till the children attain 18 yars of age.On similar lines provisions of OM dated 12/06/1997 have been amended vide DOPT Memo No.28034/9/2009-Estt.(A) dated 30/09/2009.In these guide lines it is clearly mentioned about the proceedure to be followed if the Government servants are belongs to
1.All India Services
2.One Spouse belongs to All India Services and the other spouse belongs to Central Services.
3.Spouses belongs to same Central Service
4.One Spouse belongs to one Central Service and the other spouse belongs to another entral Service.
5.One spouse belongs to All India Service and the other spouse belongs to Public sector Undertaking
6.One spouse belongs to a Central Service and the other spouse belongs to a PSU.
7.One spouse belongs to Central Service and the other empoloyed in State Govt.
8.The husband and Wife, if working in the same department and if the required level of post is available, should invariably be posted together in order to enable them to lead a normal family life and look after the welfare of their children especially till the children attain 18 years of age.This will nor apply on appointment under the Central Staffing Scheme. Where only wife is a Govt.Servant, the above concessions would be applicable to the Govt.Servant
Para (5) of the above order clearly says
"Complaints are sometimes received that even if posts are available in the station of posting of the spouse, the administrative authorities do not accommodate the employees citing administrative reasons. In all such cases, the cadre controlling authority should strive to post the employee at the station of the spouse and in case of inability to do so, specific reasons, therefor, may be communicated to the employee".

UNI Bulletin for November 2009-International Postal Workers News at a Glance

I would like to bring the following International developments to the notice of the members of the Union.
1.Global Unions Say DHL puts the squeeze on its workers.
In dozens of cases in over 20 countries, DHL has sacked, harassed and intimidated workers for union activities.The attacks on workers and unions started long before the financial crisis but now DHL management has latched onto the crisis as an excuse for drastic cost cutting and victimizing its employees.
2.CWU and Royal Mail reache an aggrement
on November 5th the CWU (Postal Union) and Royal Mail reached an interim aggrement that was unanimously aggreed by the unions executive.The interim aggrement guarantees that modernisation will be intoduced with aggreed job security and improved terms and conditions for postal workers.It also address all the issues included in the long running local disputes.
3.UNI elected to UPUCC Management
At the Universal Postal Union Consultative Committee meeting held in Bern Switzerland on 3rd November, UNI Post&Logistics has been elected as a member of the Management Committee of the UPU CC.
4.DHL: 788 jobs to go in Belgium
Deutsche Post DHL announced last Thursday that 788 jobs at DHL Express European head quarter in Belgium would be "relocated"Accordingly over the next two years, employees will be offered the possibility to be relocated to DHL global head quarter in Bonn, the intercontinental hub in Leipzig or the IT centre in Prague.

Corrigendum issued to MACP Scheme issued by the Postal Directorate on 11/12/2009

Dear Comrades,
In continuation of this blog posting dated 16/12/2009 (Regarding Screening Committee Constitution) Postal Directorate issued coggigendum to MACP Scheme vide Memo No.4-7/(MACPS)/ 2009/ PCC dated 11/12/2009. The order says that "the directorate letter of even number dated 09/12/2009 on the subject in line 6 of Para 3, for words "in PB-2" read as "in PB-3". Review of Scheme for compassionate appointment in the light of the 6th CPC recommendations

Dear Comrades,
Ministry of Personnel, Public Grievances and Pensions,DOPT issued order vide Memo No.F.No.14014/2/2009-Estt(D) dated 11/12/2009 in partial modification of the its Memo No.14014/6/94-Estt(D) dated 09/10/1998 that "In execptional circumstances Government may consider recruiting persons not immediately meeting the minimum qualification prescribed under the recruitment rules.The emoluments of these trainees, during the period of their training and before they are absorbed in the Government as employee, will be governed by the minimum of the -1S pay band of Rs.4440-7440 without any grade pay. In addition, they will be granted all applicable allowances like DA,HRA,and TA at the admissible rates. The same should be calculated on the minimm of -1S pay band without any grade pay. The period spent in the -1S payband by the future rcruits will not be counted as service for any purpose as their regular service will start only after they are placed in the payband PB-1 of Rs.5200-20200 along with grade pay of Rs.1800. Postal Department relaxed Para 9&10 of MACPS OM dated 18/09/2009 regarding Constitution of Screening Committee

Dear Comrades,
Postal Directorate issued orders vide Memo No.4-7/MACPS/2009/-PCC dated 09/12/2009 to relax the Para 9&10 of OM No.4-7(MACPS)/2009-PCC dated 18/09/2009 regarding consitution of screening Committee for MACPS.IT Clearly says that " Keeping in view the difficulties experience by various Circles for constitution of the screening committee due to non-availability of officers of the rank of under Secretary or equivalent in the grade pay of Rs.6600/- and likely delay in holding the meetings of the screening committee in the light of the existing provisions; the issue has been consedered in the Directorate and i am directed to convey that officer holding the post in JTS with grade pay of Rs.5400/- in PB-2 (in the event of non availability of STS officer) can act as Chairperson of the screening committee in the Department of Posts. Kaki Uniform to Postman & Multiskilled staff

Dear Comrades,
Department has again introduced khaki uniforms to Postman/Multiskilled employees vide Directorate letter No 2-33/2008-UPE dated 9.12.2009. The present dark blue trousers and a light blue full-sleeved shirt in polyester cotton cloth for male employees and light blue sari, with a dark blue border for female employees was introduced in the Department in the year 2004 to mark Department's 150th anniversary.
Department called for suggestions from the Unions/Associations during October 2008 as there was a demand to change the colour of the uniform. Now the Department has again introduced the khaki colour uniform the Postman and multi skilled employees

Grant of Full Pension to Government Servants who rtired on or after 01/01/2006

Dear Comrades,
According to DOPPW Memo No. 38/37/08-P&PW(A) dated 02/09/2008 vude oara 5.2 and para 5.3 ,"Once a Government servant becomes entitled to pension on completionof 20 years/10 years of qualifiying service, he shall be paid pension at 50% of the emoluments or average emoluments received during the last 10 months, whichever is more beneficial to him, in terms of para 5.4 of the said memo these revised provisions have come in to force w.e.f.02/09/2008 and shall be applicable to Government servants retiring on or after that date. Subsequently it was clarified vide OM No.38/37/08-P&PW(A) dated 11/12/2008 that pension of Government servant retiring on or after 01/01/2006 will also be calculated based on the emoluments or average emoluments rceived during the last 10 months, which ever is more benificial to him but his pension would continue to be proportionate to the pension on completion of 33 years of qualifiying service.Para 5.4 of this Department's OM No.38/37/08-P&PW(A) dated 02/09/2008 was modified to that extent.For full text of the order copy please click the below link and down load.

Revision of CCS (Extraordinary Pension Rules,1939-Constant Attandent Allowance

Dear Comrades,
As per the Department of Pension&pensioners welfare OM No.38/37/2008-P&PW(A) dated 02/09/2008
"In the case of pensioners who retired on disability pension under the CCS (Extraordinary Pension) Rules, 1939 for 100% disability (where the individual is completely dependent on some body else for day to day function). aconstant attendent allowance of Rs.3000/-p.m shall be allowed in addition to the disability pension, on the lines existing in Defence forces"
Based on the recommendations of 6th CPC as contained in their para 5.1.68 it has been dicided that the rates of constant attendent allowance payable to the civilian employees shall also be increased by 25% every time the dearness allowance on the revised pay bands goes up by 50% vide memo No.45/6/2008-P&PW(F) dated 07/12/2009. Grant of advance increments to Stenographers in subordinate offices for acquiring higer speed in shorthand-Acceptance of award of BOA

Dear Comrades,
A demand was raised by the staff side in the National Council (JCM) that the O dated 14/08/1989 may be withdrawn and the advance increments granted to stenographers (ordinary grade) in subordinate offices be treated as pay for all purposes.The demand of the staff side was referred to the Board of Arbitration in CA Ref:No.5 of 2004 which gave the following award on 16/09/2005.
"The advance increment sanctined to the Stenographers in the subordinate offices as an incentive for passing the speed test of 100 w.p.m and 120 w.p.m should be treated as pay for all purposes"

Clarification on CEA

Dear Comrades,
According to DOPT OM of even No. dated 02/09/2009 Para 1 (c) says
"Reimbusement will be applicable for expenditure on the education of school going children only i.e. for children from classes nursery to twelfth including classes eleventh and twelfth held by junior colleges or schools affiliated to universities or board of education"
This matter was considered in consultation with Ministry of Finance.IT is clarified Vid its Memo No. 12011/03/2008-Estt.(Allowances) dated 23/11/2009 that "Classes nursery to twelfth will include classes I to XII + 2 classes prior to Class I irrespective of the nomenclature.It is further clarified that in respect of school/Institutions at nursery,primary and middle level not affiliated to any Board of education, the reimbursement under the scheme may be allowed for the children studying in a recognised school/institution.Recognized educational institution in this regard means a Govt. school or any educational institution whether in receipt of Govt. aid or not, recognized by the Central or State Govt. or Union Territory administration or by University or a recognized educational authority having jurisdiction over the area where the Institution is situated".For full text of the order copy please click the below link and down load.

LTC to Central Government Employees -Travel by tour packages (IRCTC)

DOPT in its order No.31011/6/2002-Estt.(A) dated 02/12/2009 it is decided to allow the re-imbursement of air fare along with rail and road fare in the case of LTC Journey of Government servants in tours offered by IRCTC for reimbursement under LTC provided the IRCTC indicates and certifies the 3 components seperately and booking of tickets is done by IRCTC fully complying with the instructions of Govt. of India issued from time to time in this regard such as journey by Air India under LTC 80 Scheme in economy class without package benifits etc.For full text of the order copy please click the below link and down load.
